Most people have never stayed at 10 4* hotels, so would be hard-pressed to make a list of the 10 best. The fault is with TripAdvisor setting the question in such a way as to get nonsensical answers.
I'm sure the Embassy Suites Portland is a very nice hotel in its class, so it's quite likely that for many of the respondents it was the best hotel they have ever stayed at. "Luxury" is a subjective term, after all.
