There is a small amount of flexibility to purchase "something else" if not more expensive than the policy choice. The BA "two cabin bags" in CE used to help provide justification for short haul J in Europe (i.e. less time wasted hanging around waiting for bags) , sadly no more. Permitted to upgrade (e.g. self-paying the difference to get CE), or when a discount J fare is less than the relevant Y fare.
