Did you install the Chipset drivers from Dells site? Part of those will probably be the ACPI stuff you need for powersaving.

Check under your device manager and the "system devices" section, you should have a couple of ACPI entries (fixed feature button, sleep button etc...).
If these are missing then that'll be your problem.
Also; check under the "computer" heading in device manager, the computer should be listed as an ACPI multiprocessor PC (or just ACPI PC).
But I'd start with the chipset drivers.

My PC is listed as an "ACPI Multiprocessor PC." Under "System Devices" I have the following listed as ACPI: "ACPI Lid," "ACPI Power Button," "ACPI Sleep Button," and "ACPI Thermal Zone." Under "Batteries" I also have "Microsoft ACPI-Compliant Control Method Battery."
