I appreciate poor management is part of the problem, but isn't another part the difficulty in recruiting staff?

The reason why SEA can have 9 scanners running is because it can easily get hold of the staff to man them. In the UK, recruiting security staff is difficult, because it is seen as an undesirable job, and at the same time there are restrictions on who can and cannot be recruited.

How would a change in management change this?
