I asked about this before. SPG told me that it was per transfer, but that only one transfer was allowed per business day. More specifically, only one transfer in the same amount is allowed per business day. This is how they catch accidental duplications (not only by the customer or front-line rep, but in any of the multiple steps between the customer and the airline posting of transferred points). So, if you had 500,000 points to transfer, you'd have to do it over 6 days. Not a big deal in my book.
