As above, it's a strict safety/certification requirement for the NCW layout only IIRC. In F it doesn't matter so much it seems (let's face it, you'd have to really stack up crap on the floor to imepde speedy exit from a FIRST seat!) and down back there's the issue of climbing over seats (from the window/middle) to get to an aisle to exit hence the floor routes should be clear.
I've never been asked to stow my rucksack in F (which is all I can carry on these days ex-UK anyway!) so normally have it under the buddy seat for take-off, landing and during the flight. IME, the crew do come and clear away your duvet/pillow and certainly glassware. Sounds like the OP had a shocker of a crew member who let the whole side down
