What are CAA rules for cabin prep prior to landing?

After another awful flight in First about which I am feel compelled to complain (and yes, I do write letters to say how great the staff are, when appropriate) I was wondering whether, and to whom, to raise safety issues.

I flew from IAH to LGW on Saturday and the stewardess/cabin crew member/FA looking after our side (left) was just awful and should never have been working in First.

I won't bore you with the details but suffice to say all she did was put on bright pink lipstick and chat to her colleagues. It got so bad that the FA on the other side ended up serving our side of the 'plane.

Apart from the lack of service, however, I did wonder about safety when none of the pillows, matresses or 'duvets' was stowed away prior to landing and were instead left in the seat areas or on empty seats. If they make you stow away the video screen so you can jump across the divide, surely duvets offer greater impedence to an escape? Should the window blinds not also be raised and the glasses cleared, etc.

Would be interested to know what the requirements are, as I think safety is obviously far more important than service and I will definitely write to the powers that be if you guys feel safety was affected??
