I have done exactly what you are looking to do and I was able to hire a car from the Pataya Resort where at which I was going to stay. They met me at my Bangkok hotel and provided a very enjoyable scenic tour into Pataya. I don't remember the exact cost, but it was quite inexpensive... much cheaper than a taxi and it was a Mercedes.
