Mandarin Oriental would be best for tourists. Right in the middle of town and next to an upmarket shopping mall Suria KLCC and the Petronas Twin Towers.

The best view of the twin towers is however from the Traders Hotel across the park. Brand new; very modern and trying very hard to be hip. Rooms are actually nicer than the pictures on their website and worth considering.

Regarding The Regent which was mentioned above, it has been rebranded as The Millennium Kuala Lumpur, and is currently undergoing very extensive refurbishments (the lobby roof has been removed !). Not a good idea to stay there until the works are completed.
