I'm going to chime in on this one too. I have always followed the philosophy that proactive prevention is a good strategy.
In the case of luggage tags common sense would indicate that leaving obsolete tags on luggage can only result in confusion and misrouting. I always pull the tags on first opportunity after arrival. I would not think this is any more an airline responsibility than remembering your toothbrush. I think the GA was just trying to be helpful to try to anticipate a lost baggage problem and should probably be thanked for the consideration.
If the passenger had a special circumstane such as arm in a cast or some physical disability the GA might have been asked to help, but for an able-bodied person, hardly.
