E-Certs or Other Discounts?

Hello,
I've been reading a lot about various e-certs but in particular the PK075. I was wondering if it can be used by anyone or if you have to be a WorldPerks member or part of the frequent flier program.

I know you should not buy these e-certs as selling/buying makes them void, but I was wondering if I were to get my hands on one as a gift or a trade or something, if I would be able to book a flight for someone else (not a frequent flier) and use my credit card to buy the ticket?

Basically, my story is this - I am looking to fly my fiance's mother and sister (who I still unfortunately have yet to meet) out to Los Angeles or Burbank from Memphis, TN or Jackson, MS for our wedding in September, but I'm hoping to save a few bucks! I'm crossing my fingers that I'll come across someone in the next month or so that would be willing to part with one of those e-certs...but I wanted to confirm that it is legit for me to use to buy a ticket for someone else.

Unfortunately, since I'm a new user here, I can't go into the special hidden forums to ask for a pass and/or trade for something else, but time is running out for me to book at decent rates. The prices have already gone up to over $320/person which I know doesn't seem that high, but we'll have to fly both of them out, house and feed them, and still pay for everything else wedding related!!! Too top it off, they never fly and his sister is deaf, so I'm hoping to get a direct flight for them, but it looks like NWA is the online airline that does direct from Memphis to LAX.

Sorry for rambling, but I'm hoping that all you frequent fliers will have an idea as to the best way to get them out to California. Any ideas would be sooo much appreciated. Thanks in advance!
