If you read the other two main threads on this very subject you'd get a sense of how this seems to be operating. As it was only introduced in February, we are still figuring it out. The only thing we know for sure is that properties that show up do so at times of the year when their revenue bookings tend to be lowest and thus discounting on awards becomes practical to fill empty rooms and give the hotels a bit of revenue (that they get from PC).
