Having just dealt with one of these vouchers I can offer this advice.... The rules for the voucher state that if a name is printed on it only that person may use the voucher. If the name section is blank, it may be transfered.

I don't see any reason why it couldn't apply as $200 off an international ticket. Also, travel must be COMPLETED before the expiration date on the voucher.
