Was over at Midtown for lunch today; turns out there are tables at which you can eat bento, etc. if you head towards the "casual dining" section in the basement. Look for the "Junoesque Bagel Cafe"--the tables outside it lining the outer wall of the escalator are fair game.

I hear good things about the hot dog place there, too (if you like hot dogs, of course).
