I can't see why the DOT would bother to allow another carrier on ORD-PEK in favour of a new route to China.

Why doesn't AA gets its act together and apply for LAX-PEK/PVG? It is the only route it is going to win--they'll just have to deal with the competition from the Chinese carriers.
