Or, apparently, the thief could. But at least, judging by the experiences of many of us, the thief will have a hard time using the card at many properties.
I would immediately call/write Marriott corporate. They have the card number, they have deactivated the card so that it can't be used, and they are keeping your money. Doesn't sound right, or like a Marriott business practice.
In the meantime, I would also contest the payment for the gift card with your credit card company.
