The terms and conditions don't say you can't sell miles through a broker. They say nothing at all about brokers. They say you can't sell miles, period. While using a broker is prima facie evidence that you sold the miles, not using one doesn't prove that you didn't. An affidavit that you didn't use a broker would be pointless, as it doesn't show you didn't sell miles.
