...yes, that would be micro-managing, but the government could set more global cleanliness indicators combined with pre-agreed customer satisfaction targets. The problem is that neither would be 100% objective. "Ambience" targets are set on the Tube. I bet hospitals have them.

However, the government can certainly define objective targets for security queues.

....maybe the CAA already do this...I dunno
