Because you always have some aircraft which
need to go in for maintenance, whether it's the main season or not. LH's fleet is big enough that they can calculate around planes being in the hangar for check-ups. From what I understand, they'll add the PTVs with the rolling maintenance plan.
Besides, on the A346s and A330s which currently have the gaps in the seatbacks, a lot of things are already set up to make the installation happen more quickly. They already have electronics boxes (still empty for now) under the seats. I recall being very surprised how little time they would need to refit an aircraft with PTVs (but I can't remember exactly what time frame that was, unfortunately).
