Just FYI, most e-Rewards surveys are hosted on other "partners" (e.g. GlobalTestMarket, Lightspeed Research, ConfirmIt, etc.)... e-Rewards is just a portal being used to access the survey, because they have a user panel with particular demographics. e-Rewards does not write, create, or otherwise control the surveys, they just feed their panelists into the surveys.
I am a member of a number of survey panels and it has happened on a number of occasions where I've been invited to the exact same survey by multiple panels. And yes, I've even completed (or disqualified from) the same survey multiple times, and earned (or failed to earn) multiple rewards.
It is the marketers, not the survey portals, who have total control over the survey. The marketers choose the survey questions, the survey hosting company (which is usually NOT e-Rewards), the survey flow pattern, the qualification requirements, how soon a disqualified participant will screen out, etc. And, they then submit this survey to a number of different survey portals (e.g. e-Rewards, SurveySpot, Greenfield Online, etc.) in order to get their survey accessed by a number of different panels, either in order to access different demographic profiles or perhaps simply just to get additional exposure.
So, if you have concerns over the quality of a survey, it is the marketers who are to blame, not the survey portals. The survey portals are the ones to blame if your incentive doesn't post properly (which happens with some frequency), but that's really about it.
