Since she is a 3P, and it was on a separate PNR, my guess would be that she was on the PB list, regardless of what other agents told you. I wouldn't take this as evidence that status counts on these waitlists. While it is possible that status does play some part, I don't think this really gives enough evidence, as it is quite possible she was on the PB list.
