AC designates the front rows as reserved for full-fare and premium customers. On most AC aircraft, the front row in the Y cabin is numbered 12.
By the way, row 12 is also special on narrowbodies in other ways. On A319, A320, row 12 is considered as "restricted" use: When actual bulkheads were removed from these planes, seats in row 12 acquired a special inflatable-type seatbelt on most versions and so infants, for example, are not eligible for carrying when seated in this row. Further, on A321, row 12 is actually an exit row.
