This part confused me. Once the checkin cutoff has passed and the flight is under gate control, the DM list only needs to be worked 1 time (unless say a known delay is announced and Zone says you can reopen it according to the revised departure time).

I don't see how changing the checkin cutoff would affect the number of people who check in but never show, either.

I believe the only thing it would hurt is customers (since it is an inconvenience for some who want to cut it closer) and some misconnects who can currently be added to a DM list that might not be able to.
