The GA has the ability to add passengers to DM at any time until the flight is closed.

The GA enforcing 18 minutes is since the poster was standing in front of the GA for several minutes. The same thing happened to me at LAX and I had to make a scene to get on DM. They were clearing 2P's at that point, so I popped to the head of the list and the other GA called my name a few moments after the first GA added it.
