The "garment sleeve" in that B&R is essentially a thinly made garment bag with a dedicated pocket in the carry-on?

And now for the really silly question; many of the carry-on bags have one or two very thin pockets on the outside; what are they used for? The only things that come to mind for me are neckties, sox, and T-shirts.
