This is not always true. Starwood Hotels upgrade elite members no matter the rate they are on, including Priceline rates. I got an 1500 sq. ft. suite on the club level of the Sheraton Chicago with a 140 degree river and lake view for $41 a night.

Priceline may say you are not eligible for upgrades, but the hotel program has the final word on that. In this case, you can have your cake and eat it too.

Further, in some rare cases, a hotel will give you point/stay credit. I would never defraud a hotel or airline into doing this, but if they willingly do it, I'm not going to go out of my way to correct their mistake which costs them maybe $2-$5.
