I've rented many cars in Germany on my corp rate (But not Munich). $700 for 19 days sounds good. Add VAT and you're probably looking at 840. Still not too bad. (most prices in Europe include VAT, but my rental cars always have the VAT in adition to whatever rate I was quoted in the states).

I've never needed a GPS but have been upgraded to cards with one.

I was upgraded to a Merc E class (from my reserved C Class) with GPS a few weeks ago. Came out to about $500/week.
