If this is the case with Hilton across the board overseas now, Im staying with SPG

The T&Cs are rewritten for Hilton across the board overseas, The experience for me and others on the Hilton board have been inconsistency with some people still getting lounge access without being on the Executive Floor and others getting a breakfast certificate instead.
From the T&Cs (bolding Mine)
HiltonŽ Hotels outside North America
Upgrade to Executive Level or to the next best available room type (does not include suites).
Upgraded rooms are subject to availability at the time of check-in and only guests that receive an upgrade to the Executive Level will be given access to the Executive Lounge. At hotels that do not have upgraded types of accommodations or an upgrade is not available, Diamond VIPs will receive additional amenities and/or services, which vary by property.
