Yes, it would be an international toll call (though sometimes it can't be helped..when I'm in the middle of an IRROPs, etc....incidentally, I've always noticed on my cell phone bills that the 1-800 numbers called from overseas usually come in quite a bit cheaper than say a regular toll call to a US area code). Out of curiosity, from which foreign country were you not able to dial a US-based 800 #? I've pretty much been able to on my cell phone from most foreign places (France of course requires that you dial 1-880 instead of 1-800)...
