Traveling with Pet in-Cabin on Delta Int'l & Domestic Flights??

I will be flying internationally BACK to the US in August. Since it is during the pet embargo, and since Delta is still relatively new here, they do not have any cargo pet shipping option. Therefore, my smallish dog (approx. 17lbs) is signed up to fly in-cabin with me.
I'm paranoid that at the last minute, they will tell me I can't take her because she'll be overweight with the carrier or something. How can I be sure in advance they will let us on?
She is my only family in the country where I'm living (and this flight will be my one-way return to the US after 8 years). I need her for emotional support to get me through the move. Can I provide some type of doctor's note to ensure she will be permitted? Has anyone ever heard of this before?
