And, this information shows it was last updated in January 2007, so I'd assume it's up-to-date.
There is absolutely no way row 12 has 40" of pitch, at least not in the current configuration. As I recall, row 12 on the -700 is the odd two-seat exit row (instead of three seats) and has no extra pitch than other coach seats (I've been stuck in them, once thinking they were true exit row seats with extra leg room). 13A and 13F have lots more pitch since they have no seat in front of them for emergency over-wing access.

I suspect that the guide you have might be for the earlier configuration, but that's just my guess.
