I've never seen anything like this, but then again I've never looked specifically for a radio scanner. The electronics markets here focus on computers, phones, and PDAs. I'd also imagine that things like this are more tightly restricted in China than back in the US, even if they are made here.

3) Are there any good tailors you'd recommend, like in Hong Kong or Bangkok? (unlike the other cities, I haven't seen any recommended here).
Tailoring here isn't up to what you'll get in HK or Bangkok. I've used Dave's Custom Tailors in the Shanghai center for shirts and minor alterations and was satisfied for these small jobs. No one I know has had a full suit made here- Hong Kong's usually the place for that.

4) Any recommendation for a good low-key jazz venue other than the Peace Hotel? I'm not thinking of a club scene, just someplace to chill out with music in the early evening, not too far from the LeMeridien or the Bund waterfront....

Thanks in advance for any pointers.
I'd second CJW at the Westin. The Glamour bar on the Bund is not a bad place to chill out with a (pricey) drink and a view of the river, though I don't know when they have live music.
