while generally you are right regarding visa issuance to non residents of the country, the consulate accepts applications from people like me, italian passport and residence, it's just a matter of filling another paper. Also they give one year multiple entry, although they have to see you first apply at consulate at least twice. (by contrast the Pakistani consulate is pretty strict regarding visa issuance to non residents, although they grant you pro bona fide if you're kind enough when asking)
