The list is from Consumer Reports. I wouldn't be surprised if they put Motel 6 in their Deluxe category next.
Having read the article, I can at least assure you that Motel 6 is in the Budget category.
The thing is, if Courtyard isn't "Upscale", the what do you call it, "Moderate"?
Then what do you call "La Quinta", "Holiday Inn", "Ramada", etc.? "Budget"? C.R. called those "Moderate".
Then what do you call "Motel 6", "Super 8", "Days Inn", etc., which are what Consumer Reports did put in the Budget category?
I mean one can quibble about the names of the categories. But the divisions have to be there in some form.
