I find the Indian consulate in HK to be a tiny slice of the chaos that is India, which stands out further in HK because everything else is so efficient.

For my first trip to India, I went to the consulate, where I was confronted by this huge line that moved really sloooowly and was constantly attacked by people asking questions of the guy at the window, people cutting in line willy-nilly, and general mayhem. Once I got to the front of the line, did my business, and was asked to come back the next day in the afternoon to simply pick up my passport. So I do so, assuming that the pick up process ought to be fairly straighforward. When I come back, there is once again the same slow-moving, chaotic line with the same cutting in line and general crap going on. When I finally get to the front of the line, the imbeciles behind the counter had a pile of processed passports, stacked in order of processing, not alphabetically (or by country) so that each person coming to pick up their passport had to wait until the guy went through every passport in the pile looking to find the right one. The concept of perhaps arranging these alphabetically, or at least by ticket number, seemed beyond their understanding.

That was my first introduction to India, and it happened to be the high point with regards to efficiency and organization.
