TeaAddict, yes this allows me to use the card in Canada getting billed in CAD with the statement sent to my US address. Don't know if they will issue the card initially to a US address, originally I used my Toronto address.

CIBC requires a Canadian work permit or other proof of residency to open an account, don't know about the other banks, once you get a bank account it should be easy to get a card. You can also get a debit card, but it won't be visa or mastercard like in the USA.
