No, they are not free. They are buses which go on various routes starting at the pier at W 39th Street. When you pay to take the ferry, a bus ride is included. There are various routes you can take from downtown to midtown and some times to the Lincoln Center area. If you want to go to the pier, you can get on them and they will take you there. When the MTA was on strike in the cold 3 days of December 2005, I used this service to return home from my office in NJ. It was great!!
