Note that the CTA considers cases ONLY AFTER all normal "complaint" channels and mechanisms have been exhausted. In other words, the passenger must try to first settle the issue with the air carrier directly and only if the matter is not resolved satisfactorily following concerted efforts can the case be brought forward to the CTA.
