I think it depends on whether the traveller/shopper is directly responsible for the budget and how tight the budget is.
If it wasn't my budget and "lowest price" allowedT+, I'd be a fool to ever go with T. Then again the risk is that AC matches WJ's price on T fares, so the cost-conscious travel agent will default to WJ if you want T+.
