The other part that has a limited capacity is at the far end, if you want to climb Waina Pichu, the sacred temple mount at Machu Pichu - it's limited to 400 people a day (from all who enter MP, regardless of Inca Trail or by bus/train), and they have to arrive and start up that trail before noon.
