My point was that even though the travel consultants (be it Carlson Wagonlit, Amex, etc.) are instructed to find the lowest possible fare, in my experience there is generally some leeway as to whether a Tango + fare can be purchased. This is based on two different employers for each of the two income earners in our family whose employers have outsourced the travel planning function to agencies referred to above.
In your case, good for you - I think I would personally choose the Tango+ if offered by the corporate travel consultant... though it would not matter as much if I was to fly Tango in the YOW/YYZ/YULtriangle you mentioned.
