Not much different to international transit pax being forced to enter US due to it's inability to manage basic infrastructure for airside int->int transfers (and even where this exists such as LAX T2 still requiring entry to US ).

Or UK's 1 bag carry on rule due to BAA's inability to properly staff screening stations.
