We triggered our voucher in December, but didn't receive it till mid-Jan, by which time all the Dec 07 flights to CPT had been snapped up. We didn't have much else to use it for other than a short US hop, and held onto it till May - when a whole bunch of CPT availability opened up. So we're now off to CPT in December Availability isn't static - though we were lucky, I just happened to look at the right time.
