So, if I understand this correctly, travellers are subject to extra screening due to the government's inability to plan for the expanded passport requirements?
Thats how I'd take it. They can't get their act together and issue all the passports with the little chips in a timely manner. A traveler who applied well ahead of time shouldn't be subjected to additional screening. It isn't their fault the responsible agencies couldn't efficiently handle the request in time.
