TomTom 700 Help? or T-Mobile and GPRS?

I can't get the unit to connect to my wife's Moto V3. Tmobile CS says I need to sign up for a $20 a month data plan. My AT&T V3 seems to use it for free.
Any tips?
This is for Traffic updates.
