Many of the news stories I've seen/heard/read about the "passport issue" have included a statement to the effect of "those traveling without a passport during this suspension will be subjected to extra screening."

So, if I understand this correctly, travellers are subject to extra screening due to the government's inability to plan for the expanded passport requirements?
