You will not be able to OLCI for a flight if the change fee hasn't been paid and therefore the ticket not reissued. OLCI will give you a message 'Online Check-in Unavailable which if you click on will tell you that British Airways requires further ticket details for you. You will need to pay it before you travel whether its at the ticket desk or by someone calling you.
