Yes, ground radar might have helped prevent the accident. Eveyone seems to admit that.
But, as the CEO of SAS has stated, SAS themselves operate to dozens of airports in Europe that do not have ground radar. In all of Sweden for example, there are only 2 airports that have it. He points out that ground radar is not an absolute requirement for airports to operate safely in foggy conditions.
Linate should have been able to operate safely without the ground radar. Hundreds of other airports in the world do.
