In the US you pay for airtime whether you originated or received the call. But most of the service plans include a lot of minutes for a fixed charge (I pay $40/month for 600 minutes) and so if you don't use the whole amount then both your incoming minutes and outgoing minutes don't cost anything more than the fixed monthly rate. I never use the 600 minutes.
