If you ask for the two to be merged, you likely won't incur the fee and also won't reach platinum (unless all 60K points were earned within the allowable time frame). If you pay the money to transfer the points, you will get platinum. When you pay the fee for the transfer, PC see's this as new points. I had points transfered early in the year and they were all counted for Platinum.
